Penn State wanted to keep winning and keep things status quo with the football program... they didn't want to rock it with the "inconvenience" of having to out a child rapist among their coaching staff which is why Paterno and the university leadership tried their best to cover up Sandusky's crimes.
Sandusky didn't commit his crimes seperate from the football program. He used his position as a Penn State assistant coach to gain access to these children and committed many of his crimes either on football property or at football-related events such as the Alamo Bowl.
This is exactly why the NCAA should get involved and shut the program down. They need to ensure that the program is scrubbed clean of all ties to the Paterno-era and rebuilt from scratch.
