So what happens when the stadium vote fails again?

I don't see it passing, so what is plan B?

What would be weird is if Question 1 Improvements comes in "no" and Question 2 Rolling Roof comes in "yes." Would they then be obligated to put a roof over an outhouse?

The wording in question two says it is null and void if question 1 does not pass. So, sorry, no roof over the "outhouse".
