My understanding is that that's not quite right, although it's close. The mod can overturn the temp ban, but he/she doesn't have to approve it for it to take effect. I believe there are two actions a member with a bold username can take. They can issue a warning or an infraction. I think that both warnings and infractions are reported to the real mods in a fashion similar to the "report this post" function. I don't think warnings will result in a ban, but 5 infractions causes an automatic ban.
