I'm not sure it's legal to run a raffle if you're a business. I could be wrong, but it seems like there's some problem with that.
My company does prize drawings for surveys, but they don't require money from the respondent. I know that's legal, but I think at a minimum you have to jump through some hoops to do a raffle. As a side story, one of my employees called a survey respondent yesterday to tell her that she'd won a $200 cash prize. The woman refused, thinking it was a scam, even though she'd completed our survey and entered her name into the drawing.
