Internet Providers To Crack Down On Pirates
So, hypothetically speaking, what's the best way to remain anonymous while still torrenting/dl'ing?

Torrenting will never be anonymous, simply because of the way it works. Even behind a proxy server, it's still not anonymous by any stretch. Your IP is the connection point when using torrents, and there's no way to hide it when you're downloading and more importantly when you're seeding.
Newsgroups are the best way to go. But that requires payment. Another option would be a service like Furk.net. It's sort of like a hybrid newsgroup/torrent solution. It will search torrent sites for files, and download them to Furk's giant server, which you can then directly download from Furk. That way Furk does the dangerous part getting the torrent files from other torrent sites. And all you have to do is privately download them from Furk, which is infinitely safer. In addition, Furk allows you to stream torrent files. So you could stream just about any video you want, movies, TV, whatever. Furk is about $6-7 a month. I've been a member for quite a while, and it's really awesome. I can't say enough about it.

Use a VPN and they can still find who you are, but use SSL encryption and sue them if they try to read the packets.

IPV6 opened up a huge security hole regarding VPN services that effectively makes them worthless with regards to torrent privacy...
