i just had a coworker tell me that he thought since July the 4th was on a weekend, that noone got the holiday.

Well the Holiday is listed as a Paid Day off for us in the Handbook.

However they aren't giving us any days off...even though 90% of our customers, and 100% of our Vendors are closed

Since it falls on a Saturday, am I just out of luck or what? Or should I be getting a day off, or be getting paid for Saturday since it says its a Paid day off?

Yes. You should. If it's in their handbook, they need to honor it. Of course, they'll find a reason to let you go if you bitch too much. Companies go full reerun during recessions. They don't want to lose good help ever, but they know they have the upper hand during times like these. Then the economy gets better, jobs are plentiful again, and they can't figure out why you're leaving when they try to beat the current offer. As if they completely forgot ****ing you over every chance they had when times were down.

That depends on the way you are employed. If you have a contract or a union agreement, the holiday rules are clear and enforceable. If not, it's just a company policy, which sounds like your case. They likely mean that in the event you lose a day of work due to a company closure on a holiday, you are compensated. If it is a day you normally do not work, you lost no work, so they don't have to pay you.
