ruger 10/22 scope problems/questions

My grandpa bought a new ruger 10/22 a year or two ago for plinking. His eyes aren't great, so he is using a 3-7x 32mm scope. Standard 1 inch tube diameter. I think it came with the rifle, but maybe not.

The problem is that as he fires, the scope shifts. We have both tightened the screws down as far as we dare with the same result. I've also noticed slight gouging on the scope mounting base. I have a marlin model 60 with the same clamp type scope mounts, never had this problem. My questions are:

Has anyone else had this problem with this rifle?

Do you suspect the problem is with the mounting base or with the mounts?

On a related note, he wants to get a bigger (3-9x, 40mm) scope. I'm not sure if the mounting base rides high enough to accommodate the bigger scope without bottoming out on the top of the barrel.

I found this (below) and think it looks a little more sturdy than the clamp style mounts. But again, I haven't ever had a problem with mine.
