As a backup, we could put him in situations as a pass rush specialist and not expect him to drop into coverage.

Wouldn't we want him on the field with Hali and Houston at the same time? Isn't the point of getting more pass rushers to actually have more pass rushers on the field, not just different ones?

Hali rarely drops into coverage

The ROLB or Rushbacker position in a 3-4 is very similar to a weakside DE in a 4-3. It's only when a zone blitz occurs and they are ask to drop into coverage when there is a significant difference. Sutton doesn't zone blitz much and when he does he rarely asks Hali to do it.

We need another pass rusher and we might be able to get Sam much lower in the draft than some of the other guys.

At this point in his career, I doubt Hali is any better in coverage than Sam.

Agree. He is too slow to put into coverage. He would be a 3rd down pass rusher in a 4-3 to best utilize his skill set
