From what I can gather:
1. Ghostof gives negative rep that doesn't "hurt" because he's in the red himself. 2. Ghostof gives negative rep, all the time, to everyone, for random reasons that no one knows. Usually the posts that he neg-reps aren't at all related to him. 3. His comments when giving the negative rep are completely nonsensical. Just his schtick I guess...
