She still should report it to her HR person at work. She needs to document it so the person can be disciplined once he's caught. At a 100 person company that's also another set of eyes to watch. This person has to be doing the texting at work, and the HR person wandering around could catch him in the act whereas your wife can't.

She could possibly test the HR person first by putting a move on him/her. If they say no, it's not them. If they say yes, well, it may or may not be them, but either way she's made a new friend.

Based on those texts, you're ****ing stoopid if you dont immediately take this to the cops... they have the means of finding this person.
