Passing lane does not equal Speeding lane. It's a common misconception. It's a myth.
If the speed limit is 65mph, it's 65mph for all lanes, however it is illegal to pass on the right lane (i.e, if you're in the left lane, you can't move to the right lane to go around the car in front of you), hence the reason the left lane is deemed as the passing lane.
It sounds like BS and it's rarely enforced, but it is in fact the law at least here in CA.
Again, just because you're in the left lane that doesn't give you the right to speed above the speed limit.
