To me, it looks like they shot him on sight.

Clearly I need to be more clear. I assumed he brought it to the store , I was informed otherwise. Lesson learned. My feeble "maybe the cops told him to get down" comment was not an exact thing as it was to try to demonstrate that perhaps there was something else going on outside of the scope of a very limited snap shot of a video camera.
