Perfect basmati rice:
Put rice in a saucepan. Run water over rice and stir. The water will look milky. Pour off the water (I pour through a strainer to catch runaway rice). Repeat until the water isn't milky (about 6-7 times).

The soak seems unnecessary. I do exactly this pretty regularly, minus the soak, and get perfect basmati every time.
For a soak to actually make any difference, I think it'd need much more than 20 minutes...
