Considering hwo good he is at DC, and how mediocre he seemed as HC, he's probably right. Wade PHillips is another one -- very good DC, but terrible as a HC. Gregg Williams (BountyGate notwithstanding), Rex Ryan (seemingly), etc. There are a fair number like that.
