For the same reason he has started someone that shouldn't be starting every year for the past 15 or so years.... he generally values experience over talent at the beginning of the year.

That's why I was kind of surprised when Dotson was starting over Moore in that first game.

But it became clear pretty quickly that Dotson is way better.
