The Acolyte sucked because it was poorly written and directed, and therefore poorly acted.
The showrunner and director was in way over her head, and it showed. They also skimped on production. Andor was excellent because the writing, directing, and therefore acting were excellent. They didn’t skimp on production, either, and therefore writing was good enough to get around what they did have to skimp on (the KY-SO origin episode was too expensive to make, so they went another route). It stinks because there were some interesting concepts at play in The Acolyte (introducing Darth Plagueis, a birth from a vergence in the Force, Jedi as lawful good paladins who therefore have blind spots, the process of a Sith apprentice in the Rule of Two recruiting an acolyte). The problem was the way it was executed.

... or when your career hasn't prepared for the scope of the assignment.
Headland's main accomplishment before being tapped for The Acolyte was as the writer on Russian Doll, which Natasha Lyonne and Amy Poehler helped her with. She's a coattails rider who didn't have the chops to run a show like that.
