I think the in-laws are most interested in France or Hawaii, and Hawaii is the only place out of their choices that they've visited before. I've never been to Hawaii, Italy, or Switzerland out of their choices, and any of them would be nice. I've spent a grand total of one day in Germany, so essentially I've never been there, either. I've been to France a couple of times, but would easily go back, and I've never been to the Riviera. I'd like to get them to Europe just because I think they'd like it, and Paris is a great place for them (easy to get around, and lots of stuff that they like). I'm leaning toward suggesting France, even though Italy would probably be my selfish top choice. Does the Riviera have topless beaches?
