The real problem here is campuses. We can't stop students from going to college but we can at least get rid of campuses.

The internet! Let's sell degrees through the internet! We could even sell things over the internet groceries and luxery items alike! And people can work at home on the internet, soon. The government could even impose a new curfew that no one leaves their house, ever!!!!!!

I've got a better idea, let's have people with less than 6 months of formal training have absolute say over every other citizen on the street. We'll give them guns and everything. And their word always means more than yours.
