You are wrong. If teams like the Jets max out their cap and other teams don't, then you take the cumulative $ amount and compare that to the league wide cap.

Now, you take ALL of the cash, benefits such as healthcare, retirement, lost time benefits, dead money, injury settlements, etc. etc.(who knows how many different ways the NFL can pay it's players now that aren't considered against the cap) and add those in beings they don't count against the cap, and you have the % of the league wide cap spent. This is why they keep saying the league-wide CASH that needs to be spent is 99% It is what counts against the cap, and what doesn't.

THIS is why Pioli and crew are able to state they spent $110mil last year. Not only did they extend two contracts with the guaranteed money likely paid out last year, but they also included CASH in their total. Such as if I make $25/hr. it costs my employer more like $90/hr. with all of my benefits included.

Basically, base salary is what counts against the cap, what goes home in the players pocket for him to spend.
