They are trying to determine why there is such a difference in 'in car talking' and phone talking but it may be more the nature of what you are talking about. It's not your hands being busy that distracts you, it's your mind being occupied, after all in many cases what you need to do to avoid an accident is to slam on the brakes and your foot isn't holding the phone is it?

Some people get all dramatic talking on their phone which is a big difference from "Get some milk and eggs on the way home"
And no I never talk or text on my phone while driving.
