They have kept the general aspects of the characters in the first 2.

The 3rd movie they just said 'screw it' and did whatever.

Used the same names but changed the entire thing

leads me to think that it might be the last one

That's somewhat debatable. Stane was relatively close as a character, but his relationship with Tony and Stark Industries was completely different. The version of Whiplash from Iron Man 2 is actually a combination of Whiplash and the Crimson Dynamo. Justin Hammer was an old man in the comics.
