I don't think Segal (Houston's agent) is a terrible agent or anything. I think he is trying to capitalize for a client who wants the most money they can get. Segal has been around for a long time (his first major football client was Dale Carter in 1992) and has a large number of NFL clients.

I thought only QBs can be tagged a 3rd year. Maybe the new CBA changed it?
Edit: YES, Nightfyre is correct, the new CBA is 3 years... First year = average of top 5 for exclusive or cap percentage rule for non-exclusive (last 5 franchise amounts/last five salary caps = cap percentage, cap %*new salary cap = non-exclusive tender), Second year = 120% of first year, Third year = 144% of 2nd year.
