Pretty much, especially the pads part. A lot of Europeans view the United States with a weird combination of disdain (loud-mouthed hooligans with no class or culture) and envy.

Honestly, I think all the pressure is on the taker. Nobody really ever expects the keeper to stop it, they just hope he does. The keeper knows that if the PK is taken properly (see Gyan's penalty kick against the USA), there is just no way it can be stopped.

The pads and the timeouts are both a reflection of the economic realities of the NFL. The pads and other safety gear protect the owners' investments. The commercial breaks pay for it all.

You can bet that if rugby every becomes a multi-billion dollar industry instead of soccer's reeruned little brother (which sucks because it's an infinitely better game), their players will be wearing the same protective gear that NFL players do.
