But the effects of being "high" are less and less hence they have to smoke more and more for the same effect.

Kind of. Tolerance levels plateau rather than grow exponentially. So yes, frequent smokers tend to need to smoke more to get the same effect as infrequent smokers, but it's not like frequent smokers are smoking a pound a day.

And if that same person reached for some JD to put in his coffee instead I would say they have a problem. There are a lot people here who drink but don't have a drinking problem. Weed is the same way it can be used or abused depends on the individual.
