If we are talking about that type of impact for two years, why not take a qb and sit him for a year or two?

There is not much difference in win/loss impact for the first two years, but beyond that the upside for a quarterback is far higher than a pass rusher.

The Chiefs need more than 2 rushers on the field at the same time. The Giants put 4 pass rushers on the field. Ansah will get on the field if he's drafted 1 overall.

I'm not saying a OLB has more upside than a potential QB, but if they don't think Geno is that guy, I don't have a problem taking Ansah.

So in the 3-4 you can only have 2 pass rushers on the field at one time?

The Giants also used a ton of multiple fronts. They did play some 3-4 their first SB where they used Strahan inside with Jay Alford and had Tuck and Osi on the outside.
