The only explanation is that Fisher thought it would set the rebuild back. Bradford was ridiculously overpaid. Trading Bradford would hurt their cap situation for one year, but they were prepared to absorb the bloat. From there, they would actually have more money to spend on players.

Griffin was a better prospect in every fashion, save for the perception of short accuracy, but what people forget is that Bradford threw to players who were open more than anyone in college football was open. You have to live in BXII country to truly understand how easy the throws he made were and how flawless his pockets were.

He didn't know how to read a defense or go through his progressions. He had a severe shoulder injury. He had marginal arm strength. He just wasn't a good prospect at all.
