They try to please everyone and end up pleasing no one. They pick a moldy oldie who appeals to a wide demographic, or a middle-of-the-road act without much shock value, or a bland "edgy" act that's about as non-edgy as you can get.
To be honest, though, after U2's halftime show in the Pats/Rams SB in 2001, I think they probably should've just retired the whole idea. That was an "end thread" type of event. But if they're gonna have a halftime show, there's only one band and one song to do it justice: |

As uptight as they got about one little second of exposed breast, I'm absolutely certain my 'ideal' halftime show is off the table.
I suppose they could extend the Super Bowl halftime to three hours and play the NCAA football tournament championship game during during intermission.
