Oh come on. Data couldn't even use contractions. They would never engage in physical combat, so that leaves you with your choice of a battle of wits or comparing their abilities at handling various tasks. Spock would logic bomb Data into shutting down in a battle of wits. In every conceivable way Spock is a better Star Fleet officer than Data. It's not even close. Game. Set. Match. Checkmate even, if you are so inclined.
