I think good Muslims have a responsibility to stop bad Muslims from becoming terrorists. They are failing miserably. So yes, I lay partial blame on good Muslims even though they aren't directly involved in the terror.

Good white people had the responsibility of stopping bad white people from owning slaves. Slavery was brought to an end.
