3 Women Charged With Sexually Abusing Teen
A Montgomery County substitute teacher and two counselors at a group home for neglected youths have been arrested on charges of having sex with a 16-year-old boy living at the home, police said yesterday.

The three women, all residents of Montgomery County, have each been charged with one count of sexual abuse of a minor, according to Montgomery County police.

Detectives began investigating the case Jan. 10 after receiving a report that a long-term substitute Spanish teacher at Clarksburg High School, Joy Morrow-Hargrove, was having a sexual relationship with one of her students. The report came from a social worker, according to Brian Edwards, a Montgomery schools spokesman.

Morrow-Hargrove, 32, of the 12600 block of Grey Eagle Court in Germantown, developed a close relationship with the boy, spent time with him alone and had sex with him at her home, according to a police account.

Investigating further, detectives learned that two counselors at the group home where the boy lived in Germantown allegedly had sex with him between September and November. Police identified the women as Robin denise Lawrence, 24, of the 4500 block of Dallas Place in Temple Hills, and Koreene Allyn Avery, 38, of the 19300 block of Hottinger Circle in Germantown.

The incidents allegedly occurred at the M.S. Youth Services Group Home on Gunners Court in Germantown. The home, which is licensed by the state, bills itself on its Web site as providing "a safe, home environment for abused and neglected boys in need of alternative living."

The arrest of the counselors "definitely raises an alarm," said Agnes Leshner, director of Child Welfare Services for Montgomery County.

Morrow-Hargrove had been a substitute teacher at Clarksburg since February 2006 but was "immediately relieved" of her duties when the allegation surfaced, Edwards said.
