I think many here are judging the competition by what they did outside of SNL.

People forget that Chase was a one season member.
Sandler gets an edge for years of consistently funny work over one great season.

To be fair, in that one year he was the biggest star of the show on a very talented cast. For Chevy Chase to go to an brand new unknown show to star in the biggest comedies of his time is an amazing accomplishment. It should be noted that he opened the show 22 of the 24 episodes. The show was also less dependent on the guest star than it is now. It was almost all ran by the cast in those early days.
I think Sandler is being judged by many by his fame outside the show than what he actually did on the show. From what I remember he didn't even put in an appearance on many episodes until he did some quirky character on Weekend Update. I can live with either choice, but Sandler was never the biggest star on SNL while he was in the cast. He made his name post SNL.
