I'm pretty sure they already received self-imposed bowl bans in prior years. The NCAA just chose to not give them additional bowl bans.

So what? Kansas got a year of probation in 1989 because of a plane ticket Larry Brown bought for a transfer who decided to not even come to play for him. Rules are rules, whether you benefit or not is not the point.
