A sub basement seems like a bad idea all-around. Digging it out is an added expense, but that's not where most of your money would go. The reinforced, pre-stressed concrete you would need for the floor/ceiling between the regular basement and sub basement is extremely expensive.
You don't need a sub basement to protect you from tornadoes and if you are on a large plot of land you can have a firing range outside without disturbing the neighbors. Sex swings are more enjoyable in rooms with natural light. |

We just built a house. In a development with the builders plans. If I am understanding it right, you should be able to have a nice room, utilities, storage, safety without a sub basement idea.
The lower level of our house is this. We finished the basement and did not have them put in the walls for the bedroom. I have a HUGE room. Mine. All mine. Kids rarely allowed. I digress. The utility/bathroom/under the steps would be fine for safety if there was a bad storm. Tornadoes are rare here. But have had 80 mph winds. Hail.
