They will be his hand picked guy, but that doesn't mean that Reid will have the final say on personnel. Maybe he doesn't WANT the responsibility of drafting 5th round picks. maybe he doesn't care to scout that deeply.

Maybe he thinks that the GM can't be hamstrung by a coach saying "sign player x" and then the GM has no negotiating leverage, because he absolutely HAS to sign that player.

Reid could have 49% say and the GM 51%. But Reid said before signing with KC that he didn't want to be a GM/HC. He wanted a GM for a reason.
