Close. I agree absolutely with the first part, but I'd tweak the second to say to say that if a player is already tackled then the ground can't cause a fumble. The ball is live until the instant a player is tackled, not the instant he's being tackled. (There's a slight difference.) If a player is being tackled (that is, if he's on his way down due to contact with an opposing player, but he isn't down yet), then the ground can still cause a fumble.

Picture the same diving player with an opponent hanging onto him. If the ball contacts the ground first and it pops out, (or if, say his hand hits the ground and that pops the ball out) it's a fumble caused by the ground.

Being tackled isn't necessarily the end of the play. Having been tackled is.
