i don't get how he got those things embedded in the asphault. wouldn't somebody say something. and somebody has had to have seen him doing it.

I'd definitely say its the product of an off mind...but whoever it was, wasnt exactly dumb either. He/they?, apparently was a seasoned traveler, with enough cunning to embed these things in several busy roads without getting caught.

It'd be interesting to know if these things have been left in place & if so, why?

They said it is a thick tar paper with rubber tiles(like linoleum) that is put on the asphalt.. Seems to be like a road sticker to me..
