Its legal, it just falls under the "why the hell would you ever want to do this?" category.
If you want the extra point, get a professional kicker, who has done this over and over again his whole freakin life, to kick the short kick for a 95%+ chance of converting. This stunt probably had a less than 50/50 chance of working, so essentially New England didnt care about the game and wanted to crack the record book just for the record's own sake. The only vaguely legitimate use of the drop kick would be a blown up 2 point conversion where the ball carrier tries the drop kick in a fit of desperation when its clear he wont get in.

John Hadl used to quick kick for KU in the late 50's. It was very effective as Hadl could boom it.
