IMO, Saying Garcia is the best backup quarterback in the league is like saying Bowe is the best 3rd string WR. It's only a matter of time.

Maybe that's b/c this is a list of the top #2 QB's in the league. Thigpen is Kansas City's #3, as of right not anyway.
