My first thought is why do taxpayers pick up the dime for TV in prison?

First of all, there's no reason to assume that the TV was taxpayer funded. If it's anything like some of the prison shows, it's possible he had his own TV in the cell. One of my businesses sells supplies to a prison here in Tucson. Included is hair clippers. They sell them to the prisoners to use.

Second, My guess is that TV, exercise equipment, books, games and presumably internet are all part of a strategy that cuts overall security costs by creating incentives that encourage good behavior, reduce violence and tension, keep them them occupied, etc.

That actually isn't a bad argument. Prisoners watching TV = calm zombies who don't feel like doing much but watch more TV. Prisoners without TV = bored thugs who are ready to cut someone and break s***.
