I believe you are thinking of when rights are first acquired, often if the buyer doesn't actually make a movie, they lose the rights.
When they acquired the rights, it could have been part of the deal that rights would revert to the original owner if no sequel, but it isn't a rule.

Remakes are made due to a number of reasons ranging from loss of rights, loss of adaptive rights, initially poor offerings but great ideas, to just something as a simple as introducing a great script with actors of a new generation.

In this case, "Rights Reversion" weren't the issue. Harold Ramis had been kicking it around for a decade but never came up with the "right" script and concept. Seth Rogen and his pals took a shot but neither Ramis nor Ivan Reitman were satisfied with the results.

Now that Ramis has passed and Murray isn't interested, Judd Apatow has jumped in with Paul Feig.
