If they fail to attend the classes, the companies that employ them and/or the local governments of the areas in which they live must pay fines to the federal government. In addition, companies with more than a certain percentage of overweight employees are fined directly.

Well there are Japanese sumo wrestlers. The fines seem to be enforced and centered around employment since employers are the ones held accountable for noncompliance. I'm sure certain occupations are/would be exempt.

There are a couple of other reasons that the Japanese are thin. One is a cultural taboo against gluttony. Most of the older folk don't eat very much (the younger people are succumbing to the Western influence and are eating more, especially junk food).

The other is that a lot of them smoke, which is a proven appetite suppressant.

If the fat people ever got successfully organized, they'd have incredible clout (considering most of the people in this country are deemed overweight) but the meetings would probably be crowded and sweaty.
