There is no way Cassel salvages what little career he's had. His poor pocket presence, inability to complete throws under pressure, lack of accuracy, poor throwing mechanics + slow release, and inability to complete throws down the field are so significant that at his age it is literally impossible.

Jacksonville could argue casshole is a better starter than Blaine. Buffalo is pretty tired of Ryan, jets and mark? Rams and Sam? Etc. etc. it's not set in stone that casshole doesn't start someplace else.
