Hmm... here's one that just popped into my head. Dan Pastorini. Terrible early on but so were the Oilers. Later on, with Earl Campbell (funny how this works) he was a pretty good QB.

No, high [#1?] pick for VERY shitty team, then traded to best team in league to sit behind the greatest QB ever, eventually replaced him and won SB of own.
A unique story in the NFL, but never 2nd tier talent.

I don't know if I'd consider Trent Green 2nd tier. If he is, he's high second tier. Far better than Aaron Brooks or Stan Humphries. For four straight seasons Green was stastically one of the five best QBs in the game. He never won a playoff game, but I'd hardly put that on him. I guess looking at his entire career, he could be considered 2nd tier. But he was top knotch in KC.
Excluding Green, some of my favs were: Dave Kreig Jim Everett Chris Miller Jeff Blake Jeff George
