What is really odd is that I can put in any username on winscp and it still tries to login without saying it is the incorrect username.

Well then I don't know. I just tested my instructions with my own PC/WinSCP and Android 4.1. It works for me. For username I set a name, enabled password, set password, and didn't touch any other settings.
In WinSCP are you selecting SFTP protocol? Android's IP address for Host name? Port number from SSH Server? Mine is port 52657. Try leaving user name and/or password blank in WinSCP when trying to connect. It should prompt you if you do that.
