Free Agency Activity

If we plan on doing anything in FA how come we haven't brought in more FAs than we have? I would think we would want to talk with some to know what they are about and what it might take to get them. Is it all a smoke screen to cover up the fact that we aren't going to sign anyone? I'm baffled to no end seeing Denver and Washington continually sign players. Are we not aggressive enough with the cap?
