Another top 10 team signing a veteran QB. Wonder what that could mean?

Because you don't bring in a third QB that has multiple years of starting experience, with the intention of drafting a QB in the top 10 of a draft.

Those kind of situations died out a decade ago.

That's a really weak argument to make when you're looking at those 3 particular QB options and the money being paid. There's probably not a GM in NFL history who'd let that threesome stop him from taking a QB high if he liked the QB.

I have no idea what they think of the QBs in this draft, and there's no quarantee that Smith is gone before #8.

The odds are that Smith will be a bust, and that teams expect that. The odds are also that some bad team will gamble on Smith, and he'll be drafted higher than he deserves, because he's a QB.

And nothing the Bills have done indicates that they couldn't be that team.

teams only trade up for a quarterback and nobody likes what's available.
