I don't know, I noticed my critical hits went up by what seemed to be about 50% when in VATS. I got very few outside of VATS, now I get them regularly.
I am only level 10 (don't play during the week), and will be starting again today, but I am so tempted to start my evil character already with all the extra tips from here.

If you're a good guy, find Talon Co. headquarters. Not mapped, but it's SW of the sewer waystation in SW Capital Wasteland. Lots of ammo to be had there. Not to mention when you kill all the Talon Mercs there you get lots of their armor, which can be used to repair Combat Armor.

Watch some of the gameplay vids in this thread, and it will give you the feel of it. From what I can tell, you can manage conflicts in a FPS way or you can go slower and do it in more of an RPG (with targeting, turn by turn type combat). From what the gameplay vids show, sometimes you have to go to RPG mode.

I started over today, still palying the same, but wanted to fix some mistakes I made at creation.
My new SPECIAL is: 4 5 4 5 9 7 6 I think that will give me what I need starting out and I can raise the other to what I want as I get bobbles. |

There are a lot of times where I seem to get much better hits on target without using vats...especially against those damn fire ants.

I found mines set while sneaking up to be the most effective against the fire ants. Back up, one shot with the rifle to pull, they step on a mine, and your off to the next one. Combat shotgun for close quarters, and no VATS. The VATS system I pretty much only use for attacking from hidden.

All you need for power armor training is to do the main quest up until you get into the Citadel.
