In Texas, you can only buy "bottle" rockets that have the legit wood dowel (sp?). The old school blue and red ones with the thin stick that you could throw are illegal in the entire state regardless of city ordinances.

Bottle rockets are illegal in Kansas and it's been that way for quite a long time. Most cities have some kind of rules about what you can and cannot shoot within city limits, but I'm pretty sure you can do just about anything in the county.
