Basically the stat was that in an election year, every time the Redskins win the game before the election the incumbent party wins the election, and everytime the Redskins lose the incumbent party loses the election...

I believe the stat was related to Monday night wins and losses. Otherwise all the hype about it by the Monday Night crew would have been meaningless. But then what they say usually is meaningless anyways!
