They haven't released video of someone actually doing it, but they checked the balls before the game, found them all to be at the correct pressure, then checked them again at halftime, where the Colts' balls were still at the correct pressure while the Patriots' balls were all under-inflated.
Yes, Rodgers likes the balls to be over-inflated, so he has them over-inflated, then they are checked by the refs. He expressed his disappointment that the refs relieve some of the pressure, meaning that
he plays with the footballs in the condition that the refs have approved. You may notice that the underlined portion of the previous sentence is exactly what Brady and the Patriots did not do.
